Welcome to BabyNet
BabyNet is South Carolina’s early intervention program for children ages birth to 3 years old. If an infant or toddler is experiencing a developmental delay, missing milestones, or has a physical or mental condition that is likely to result in delays, they may qualify for BabyNet. Eligibility is based on an assessment of a child’s skills.
This publicly funded program provides services for free for any child who is eligible. It connects families with early intervention specialists who know how young children learn. They work with the child and their parents to help them achieve daily tasks. The goal is to help parents find ways to help their children learn through everyday activities. It can also improve success in school and life.
Services offered may include:
- Family training/special instruction
- Speech therapy,
- Physical therapy,
- Occupational therapy and
- Other services based on the needs of the child and family.
Early help can lead to better outcomes. If you, your child's doctor, or other care provider is concerned about your child's development, you should contact BabyNet to see if your child qualifies for help. If a provider does not refer you, you can reach out yourself. A doctor’s referral is not needed.
- How to Make a BabyNet Referral
- Submit a referral. It can be done online. It can also be done by phone at (866) 512-8881. The Central Referral team is available Monday through Friday from 8:30 a.m. to 5 p.m.
- Have needed information ready. Include the following information in the referral:
- Child’s demographic information
- Parent/guardian contact information
- Reason for referral and any known concerns
- All available related documents
- Evaluations
- Medical records
- Developmental tracking
- Screenings
- Make an intake appointment. A member of the Central Referral Team will reach out to the family to discuss the BabyNet program and services offered. If the family is interested in moving forward in the process, the team member will schedule an intake appointment. An intake appointment may take up to 1.5 hours.

If your child has a significant developmental delay or smaller delays in two areas of development, they may qualify for BabyNet. If a child has a physical or mental condition that is likely to result in a developmental delay, they may be eligible too.
