Public Notice of Proposed Action to Increase Personal Needs Allowance for Individuals Residing in a Skilled Nursing Facility or Intermediate Care Facility for Individuals with Intellectual Disabilities
The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following proposed action to increase the personal needs allowance (PNA) amount for individuals residing in nursing and intermediate care facilities for individuals with intellectual disabilities (ICF/IID) through Title XIX of the Social Security Act Medical Assistance Program (Medicaid).
Effective on or after Oct. 1, 2025, SCDHHS proposes to amend the South Carolina Title XIX State Plan to increase the PNA deduction amount from $30 to $60 for individuals residing in skilled nursing facilities or an ICF/IID. This increase does not impact individuals residing in an ICF/IID who are participating in a work therapy program.
Based on the proposed actions above, SCDHHS anticipates a budget impact of approximately $3.7 million total dollars annually.
