Home and Community-based Services Provider Manual Update
As announced in Medicaid Bulletin #25-009, the South Carolina Department of Health and Human Services (SCDHHS) has updated its Home and Community-based Services (HCBS) Provider Manual. The updated manual is now available on the provider manual page of SCDHHS' website. SCDHHS appreciates the feedback that providers submitted on the draft manual.
The manual includes updates to the following Provider Scopes and Standards:
- Adult day health care nursing
- Attendant care (self-directed)
- Institutional respite
- Personal emergency response system
- Personal care
- Children's personal care
- Pest control
In addition, the HCBS Provider Manual includes updated policy guidance for HCBS settings requirements for certain residential and non-residential settings. These updates reflect completion of the statewide transition plan and ongoing processes for compliance with federal HCBS settings regulations.
Addition of New Services
The manual updates also include the addition of two new waiver services. Caregiver coaching has been added to the Intellectual Disability and Related Disabilities waiver and children's attendant care (self-directed) has been added to the Medically Complex Children (MCC) waiver.
Resources for providers and families of MCC-enrolled children related to the addition of self-directed children's attendant care are available at www.scdhhs.gov/MCC. These resources include frequently asked questions, an overview of the new service and guides to help families enroll to provide this service for their MCC-enrolled child.
