What is GME?

The South Carolina Graduate Medical Education (GME) program provides funding to support graduate medical education costs through three programs. These programs increase access to care by funding residency programs designed to address the physician workforce shortages in South Carolina.

Effective Oct. 1, 2025, the South Carolina Department of Health and Human Services (SCDHHS) will be offering three programs to eligible teaching hospitals:

  • South Carolina Graduate Medical Education Program
    • Per-resident funding
  • Optional Public Hospital Graduate Medical Education Program
  • Physician Residency Incentive Program
    • Requires an application

Physician Residency Incentive Program Application

The Physician Residency Incentive Program is designed to increase the number of physicians trained in high-need specialties, with a particular focus on improving access to care for the Medicaid population and underserved communities through residency training. The program provides financial incentives to eligible hospitals that expand their residency training capacity in strategically selected specialties facing the most significant workforce shortages.

Hospitals must apply to receive funding from the program.

Eligibility

Hospitals located in South Carolina may apply for Physician Residency Incentive funding through this application. This program was built to address projected physician workforce shortages in South Carolina. Only hospitals that have residency programs that include one or more of the five targeted specialties listed in the application will be eligible to apply.

Application Requirements

Applicants must complete the application and submit a retention plan as outlined in the application by the submission deadline.

All application materials must be received by SCDHHS by Aug. 31, 2025. To submit an application, email all materials to GME@SCDHHS.gov.
